Intel has announced the upcoming retirement of three corporate vice presidents from its Intel Foundry division, marking a significant leadership shift as the company undergoes internal restructuring and cost-cutting efforts.

Kaizad Mistry and Ryan Russell, both VPs in the Technology Development Group, will step down alongside Gary Patton, VP and GM of the Design Technology Platform. Patton, a respected industry veteran with prior leadership roles at IBM and GlobalFoundries, has been central to Intel's design enablement efforts, overseeing PDK development, EDA tool validation, and IP library creation to support foundry customers.

These changes come amid a broader shake-up of Intel's Technology Development Group. Executive VP Dr. Ann Kelleher, who has led Intel's fabrication technology since 2020 and spearheaded the “5 nodes in 4 years” roadmap, will retire in late 2025. Her responsibilities will be split between Naga Chandrasekaran, now leading front-end manufacturing and R&D, and Navid Shahriari, who will oversee back-end operations, including packaging and testing.

Chandrasekaran, a former Micron executive, joined Intel in 2024 and recently consolidated R&D and high-volume manufacturing under a single leadership. Shahriari is expected to drive Intel's chiplet integration and advanced packaging roadmap.

The executive changes come as new CEO Lip-Bu Tan pushes to streamline Intel's operations and restore competitiveness. In his March appointment memo and latest earnings call, Tan committed to cutting Intel's global workforce to 75,000 by year-end—a reduction of about 22%, or 30,000 jobs in 2025—and shifting to more disciplined capital spending.

Intel has also paused its European fab projects in Germany and Poland and signaled that its 14A node development may be halted without firm external customer commitments. Tan emphasized that future investment in 14A will be “based on confirmed customer demand.” Meanwhile, Intel's 18A process will primarily serve internal products like the upcoming Panther Lake PC chips.

The retirement of key technical leaders, combined with workforce reductions and strategic recalibrations, underscores Intel's urgent efforts to regain footing in the competitive chip manufacturing landscape.
